Interesting reading if nothing else. The best point made is about how none of the research is public; without real reproducible steps it may as well be a hoax.
If so, it's the best path to a directed energy weapon I've heard of. Using those lasers that can conduct electrons and some of these would pretty much be a plasma rifle.
