There is nothing in the constitution that would prevent a state from βappointingβ its presidential electors by letting illegals vote. Nothing. Think about it, if the state doesnβt even have to let ANYONE vote, how and why would it not be allowed to let βillegalsβ vote if it cared to? Of course a state could allow illegals to vote in the βappointmentβ of the states members to the electoral college, because it could choose to appoint their electors by using a lottery.
If the state βelectedβ its βmost numerous branch of the legislatureβ by a ballot that was open to members of ISIS living in Syria as well as to citizens in the state, then guess what? THAT is how they would then be allowed to vote for their congressmen and senators. There is nothing else to it. The provision is straightforward. It is left entirely to the states to decide who is eligible to elect their congressmen and senators.

The country has always been teeming with hotheads eager to go to war with practically anyone who seemed to them suitable for killing. The country has always been ruled by crooked politicians and scheming, would-be crony capitalists. Rotten, rotten, rotten to the core from the get-go.
Yet it was always rescued, redeemed, and pulled back from the abyss by the legions of basically decent people who left their neighbors alone, who worked hard and well to supply consumers with valued goods, who discovered better, more productive ways of producing and altogether new goods and means of production to delight people and make their lives better.
