Macron's demands on the EU (thus Germany) were described as "[an] excessive and immoral demand that one can not conceivably fulfill." Considering Macron's agenda is basically the old Commie canard of "come, Brother, let us share," I can see why the Germans aren't too enthusiastic.
If like the previous "austerity", then it likely will never be paid either, except by shafting pensioners, etc. (which has already been done, so I'm not sure where they'd get funds to repay this time).
They get close to "The Myth of the Rule of Law," then get distracted into rambling about the usual commie claptrap about how their people's whatever hoosafudge will somehow make it all better.
