They are unable to act out their repressed rage in any socially acceptable way other than by doling out punishments, fines, rejections, expulsions and other forms of objective, systemic violence.

Odd though, the article mentions it is meant as a measure to combat ISIS, which makes no sense, given that ISIS normally doesn't attack them and they have given material support to ISIS in the past. More like an excuse.
