Can't say I'm surprised, they probably are looking to scam people via abusing their SSNs. One wonders how many folks will get offed just because they rightly don't carry the card in their wallet and don't have their SSN memorized?
...Unfortunately, the only business restored so far is the crony postal and phone services. So, while you can now directly mail things there (and probably have it be heavily scrutinized/sanitized for contraband) or get your calls listened to, this is actually a troubling sign, as it seems the USA only wants to enrich their cronies (as usual).

So, basically, use water like a battery for your solar energy, which instead of going into physical batteries, just pumps water. Then you can have a steady flow out, albeit at a considerable efficiency loss, I'd suspect. Sounds like it could easily become a boondoggle.

I've always wondered why "the terrorists" don't do this here. Cutting power or a gas pipeline during winter could cost more in lives and treasure than 9/11 ever could. Oh, wait, I forget, the terrorists here are all controlled by the government, and thus don't attack infrastructure.
