Supposedly due to simple lead paint. Apparently it was not eradicated there until the late 70s, but a similar situation persisted most places in the USA. So why couldn't Cleveland be repainted? Same reason it has no prosperity, which has a lot to do with Ohio & Cleveland tax policy.
