A pity. If you want to liberalize economically, it's hard to do when you don't liberalize behaviourally. Still, I understand why they do it, since the LBGT folk have lined up on the USA side from the looks of things, and that ain't the side to be on in Russia ATM. They should arm up if they don't want to keep getting trampled on.
