People have agency a lot earlier than people think. Does it mean they aren't going to be stupid? No, because the younger you are, generally the more ignorant you are. However, society should not be in the business of criminalizing stupidity on the part of the ignorant. The effort to "protect" youths from this has done far more harm to their development than good.
How can they tell? In any event, this would be a good time (as always) to let the market solve the problem. Pretty sure there's some enterprising folks in the USA that would like to get a deal going.
