Of course, no consideration of the effective method of reducing farm water usage: allow market prices to take hold for water rather than the current central planning madness.

I remember hearing that there was a news blackout, and that the Egyptian military was attempting to level the entirety of the Sinai. Sounds like it didn't go too well, and they've got a full blown jihadi rebellion on their hands.
If the governments involved respect this piece of paper as much as the other pieces of paper they've signed, this doesn't mean a whole lot. I'll believe it when I see easing of sanctions.
