Basically is a massive hypocrite. His imperialist regime is the opposite of international cooperation in almost every important way. That said, it's not like he controls much of the executive branch, so it might be that he's being honest on a personal level.
One of the few times the coppers got clever and saved lives as a result. Don't expect them to forego SWAT raids in favor of this more peaceful alternative anytime soon though.
