I've honestly been surprised folks didn't do this earlier; Java and OSX have done this for years, and it's the best way a for-pay guy can control the user experience. Otherwise you just about have to maintain your own RPM tree.
Basically the same reason as in Zim and every other socialist shitpit. Expropriate producers, sell capital for scrap and live it up temporarily until production collapses and then double down by mad money printing.
Probably one of the best charitable efforts one could go to, as it's one of the best commercial efforts as well. This will do a lot to lift communities out of poverty.
The same as the games industry problem -- competition. There are better and more cost-effective ways to be entertained than shovelware. They have to step up their game, or die.
The only thing consistent in all administrations is that the bureaucrats, and especially the military ones, do whatever the hell they want to. Nuke Test bans aren't on that short list.
