If true, then it sounds like Russia still doesn't feel militarily 'ready'. Considering the forces arrayed against them, I wouldn't be surprised that they are quick to whip out the "big guns" -- It isn't like they'd have much choice when push comes to shove (assuming they wanted military 'victory').
